India authorises BrahMos integration facility
The Indian government has approved the expansion of BrahMos Aerospace Thiruvananthapuram Limited to set up an integration complex for the BrahMos missile on land owned by the Indian Air Force (IAF).
Although funding has been provided for the new facility, construction cannot start until the land is made available. This can only be done once the IAF obtains suitable land for construction of housing for airmen, presumably to replace accommodation that will be demolished to make room for the planned new complex.
BrahMos is being developed under a collaborative project by Russia's NPO Mashinostroyeniya Machine Building Research and Production Centre and the Indian Defence Research and Development Organisation to create a ramjet-powered cruise missile based on the Russian SS-N-26 (3M55 Oniks/Yakhont). Originally fielded as an anti-ship missile, BrahMos was later modified to serve as a land-attack cruise missile.
The most recent BrahMos firing was of a Block III+ version. This was test-fired on 3 December 2010 at the Interim Test Range in Orissa. The trial was intended as a further demonstration of the missile's ability to fly large-scale manoeuvres culminating in a steep dive onto the target.

Australia to Procure 17 SM-2 Block IIIB Standard
The Government of Australia has requested a possible sale of 17 SM-2 Block IIIB STANDARD Warhead Compatible Telemetry missiles, including AN/DKT-71 Telemeters and assembly kits, spare and repair parts, technical data and publications, personnel training and training equipment, U.S. government and contractor engineering, technical and logistics support services, and other related elements of logistics support. The estimated cost is $46 million.
Australia is one of our most important allies in the Western Pacific and contributes significantly to ensuring peace and economic stability in the region. Australia’s efforts in peacekeeping and humanitarian operations in Iraq and in Afghanistan have served U.S. national security interests. This proposed sale is consistent with those objectives and facilitates burden sharing with our allies.
The proposed sale of SM-2 Block IIIB STANDARD missiles will be used for anti-air warfare test firings during Combat Systems Ship Qualification Trials for the Royal Australian Navy’s three new Air Warfare Destroyers, currently under construction. Australia, which has already integrated the SM-2 Block IIIA, will have no difficulty absorbing these missiles into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractors will be Raytheon Missile Systems Company in Tucson, Arizona, The Raytheon Company in Camden, Arkansas. There are no known offset agreements proposed in connection with this potential sale.

China Testing Anti Ship Ballistic Missile
Dr. Andrew Erickson is a professor at the U.S. Naval War College’s China Maritime Studies Institute and a Truman Security Fellow. This is his first post for Danger Room; these are solely his personal views.
Last week, Adm. Robert Willard, the head of U.S. Pacific Command (PACOM), made an alarming but little-noticed disclosure. China, he told legislators, was “developing and testing a conventional anti-ship ballistic missile based on the DF-21/CSS-5 [medium-range ballistic missile] designed specifically to target aircraft carriers.”
What, exactly, does this mean? Evidence suggests that China has been developing an anti-ship ballistic missile, or ASBM, since the 1990s. But this is the first official confirmation that it has advanced to the stage of actual testing.
If they can be deployed successfully, Chinese anti-ship ballistic missiles would be the first capable of targeting a moving aircraft-carrier strike group from long-range, land-based mobile launchers. And if not countered properly, this and other “asymmetric” systems — ballistic and cruise missiles, submarines, torpedoes and sea mines — could potentially threaten U.S. operations in the western Pacific, as well as in the Persian Gulf.
Willard’s disclosure should come as little surprise: China’s interest in developing ASBM and related systems has been documented in Department of Defense and National Air and Space Intelligence Center reports, as well as by the Office of Naval Intelligence (ONI) and the Congressional Research Service. Senior officials — including Secretary of Defense Robert Gates, Director of National Intelligence Dennis Blair and Chief of Naval Operations Admiral Gary Roughead — have pointed to the emerging threat as well.
n November 2009, Scott Bray, ONI’s Senior Intelligence Officer-China, said that Chinese anti-ship ballistic missile development “has progressed at a remarkable rate.” In the span of just over a decade, he said, “China has taken the ASBM program from the conceptual phase to nearing an operational capability.… China has elements of an [over-the-horizon] network already in place and is working to expand its horizon, timeliness and accuracy.”
When someone of Bray’s stature makes that kind of statement, attention is long overdue.
Equally intriguing has been the depiction of this capability in the Chinese media. A lengthy November 2009 program about anti-ship ballistic missiles broadcast on China Central Television Channel 7 (China’s official military channel) featured an unexplained — and rather badly animated — cartoon sequence. This curious 'toon features a sailor who falsely assumes that his carrier’s Aegis defense systems can destroy an incoming ASBM as effectively as a cruise missile, with disastrous results.
Likewise, Chinese media seem to be tracking PACOM’s statements about this more closely than the U.S. press. The graphic above is drawn from an article on Dongfang Ribao (Oriental Daily), the website of a Shanghai newspaper.
Beijing has been developing an ASBM capability at least since the 1995-96 Taiwan Strait Crisis. That strategic debacle for China likely convinced its leaders to never again allow U.S. carrier strike groups to intervene in what they consider to be a matter of absolute sovereignty. And China’s military, in an apparent attempt to deter the United States from intervening in Taiwan and other claimed areas on China’s disputed maritime periphery, seems intent on dropping significant hints of its own progress.
U.S. ships, however, will not offer a fixed target for China’s DF-21D anti-ship ballistic missiles. Military planning documents like the February 2010 Joint Operating Environment and Quadrennial Defense Review clearly recognize America’s growing “anti-access” challenge, and the QDR — the Pentagon’s guiding strategy document — charges the U.S. military with multiple initiatives to address it.
In a world where U.S. naval assets will often be safest underwater, President Obama’s defense budget supports building two submarines a year and investing in a new ballistic-missile submarine. And developing effective countermeasures against anti-ship ballistic missiles is a topic of vigorous discussion in Navy circles. The United States is clearly taking steps to prevent this kind of weapon from changing the rules of the game in the Western Pacific, but continued effort will be essential for U.S. maritime forces to preserve their role in safeguarding the global commons.

Raytheon to Provide US Patriot Missile Engineering
The US Army has awarded a contract to Raytheon Company to provide engineering services for the Patriot air and missile defence system.
Under the $152.4m contract, the company will continue to provide the latest upgrades and system capabilities through systems analysis, software and hardware engineering, and testing and logistics support for both US and international Patriot users.
Work will be carried out by Raytheon IDS at the Integrated Air Defense Center, Andover, Massachusetts, and at other facilities in Alabama and New Mexico.
The contract has been awarded by the US Army Aviation and Missile Command, Redstone Arsenal, Alabama.

Saudi Arabia Buys MBDA Missiles
Saudi Arabia has signed a deal to acquire the Storm Shadow cruise missile from European weapons builder MBDA as part of a Tornado strike aircraft update package, said industry sources here.
The weapons package also includes the Brimstone anti-armor missile, they said.
French-based weapons firm MBDA, in which BAE is a major shareholder, has always refused to discuss negotiations even though a Saudi aircraft being modified at BAE's Warton aerospace complex in the U.K. was photographed taking off on a test flight carrying a Storm Shadow.
News of the contract signing emerged as a result of an entry in BAE Systems' preliminary results for 2009.
The document said that "significant incremental orders totalling £1.2 billion ($1.9 billion) were received in the period for the Tornado Sustainment Programme weapons contract, naval minehunter mid-life update and a multi-year naval training program."
MBDA seemed unaware the deal had been made public. A spokesman declined to confirm any details, saying it was "up to the Ministry of Defence or the customer to comment."
BAE revealed last year that it was upgrading three Saudi minehunters originally supplied by the VT Group in the mid-1990s.
The British-based company employs around 4,900 people in Saudi Arabia supporting the Tornado, Hawk trainer and other programs.
Last year, the company delivered the first eight of 72 Typhoons purchased by the Saudis and agreed on a package to support the aircraft.
The first deliveries of the Tactica armored security vehicle for the Saudi National Guard commenced in 2009 and a support package has been secured by the company.
BAE chief executive Ian King said that future Saudi orders might include more Tactica orders, upgrades to Bradley armored vehicles, and the purchase of mine-protected vehicles.
The company admitted, though, that it was having problems with a command-and-control, communications, computers and intelligence program it signed in 2006 with the Saudis.
The C4I program remains "challenging and discussions continue with the aim of agreeing the definition of a solution that meets customer requirements" said the results document.

Iran to make missile system better than Russian
Tehran: Iran boasted on Monday it is manufacturing a home-built air defence missile system which would be better than the Russian S-300, which has been ordered by Tehran but yet to be delivered by Moscow.
"Today, we are building all our air defence weapons by ourselvest the only thing we wanted to import was the Russian S-300 which so far they have not delivered for some unacceptable reasons," senior airforce commander Heshmatollah Kasiri was quoted as saying by the official IRNA news agency.
"But our air defence experts and scientists found a way and in very near future we will produce an air defence system which has the capabilities of theRussian S-300 or even more."
Kasiri's comments come after Iran in late November threatened to take legal action against Russia if it fails to honour a deal to supply Tehran with the S-300, an advanced air defence missile system.
Russia, Tehran's sole ally among world powers, has so far not delivered the system, in a delay which Iranian officials blame on growing pressure on Moscow from Washington and Iran's arch-foe Israel.
In October, Russia's Interfax news agency reported that Iran had not yet paid for the missile system because Moscow has not given its final approval for the deal, which had set alarm bells ringing in the West.
Under the contract, Russia would sell Iran five batteries of S-300PMU1 missiles for around 800 million dollars (530 million euros), Interfax reported.
The S-300PMU1 -- codenamed the SA-20 Gargoyle by NATO is a mobile land-based system designed to shoot down aircraft and cruise missiles.
Western governments fear Iran could use the system to boost defences around its nuclear sites against any Israeli or US air strike.
Neither country has excluded the possibility of a military strike on Tehran's nuclear sites to prevent the Islamic republic acquiring an atomic bomb.Iran insists its nuclear enrichment programme is for peaceful purposes only.

India ready to export cruise missiles and How about with Pakistan: Official
New Delhi: India, which has built a supersonic cruise missile jointly with Russia, is holding talks with at least four countries to sell the weapons system, a senior Indian official said on Tuesday.
BrahMos Aerospace, a 50:50 tie-up with Russia, needs the approval of both governments to export the weapon which its makers claim is the world's fastestcruise missile, each costing up to three million dollars.
"We are in the process of getting the necessary permission (for sales)," A. Sivathanu Pillai, chief executive officer of BrahMos Aerospace said on the sidelines of an arms expo in New Delhi.
A senior company executive, who asked not to be named, told AFP "serious negotiations" were under way with South Africa, Brazil and Chile for a maritime version of the missile while Indonesia has been offered a land-based BrahMos.
The joint venture stipulates the missile cannot be sold to "unfriendly countries," the 10-billion-dollar joint venture's marketing chief Praveen Pathak added.
The missile can fly at a speed of one kilometre (0.62 mile) a second.
"We have no competition for the next 10 to 15 years from American or the French makers of cruise missiles as the BrahMos is the fastest and most cost-effective system ever to be built," Pillai said.
The BrahMos carries a 200-kilogram (440-pound) conventional warhead, has a range of 280 kilometres (175 miles). Indian and Russian experts started development work on the missile in 2001.
The missile, which gets its name from the rivers of India's Brahmaputra and Russia's Moscova, was inducted into the Indian military in 2007 as a frontline weapons system.

Israel Upgrades Its Antimissile Plans
The U.S. and Israel have started development of an upper-stage component to Israel’s Arrow-3 missile defense architecture. Arieh Herzog, director of Israel’s missile defense program, says the main element will be a highly maneuverable exoatmospheric interceptor that zeros in on an incoming missile.
The decision to add the component, which will be jointly developed by Israel Aerospace Industries (IAI) and Boeing, stems from a study conducted in 2006‑07 that identified a need for it in Israel’s ballistic missile defense system.
Meanwhile, given the urgent need to meet the growing ballistic missile threat from Iran, IAI is pressing ahead with the Arrow-3 antiballistic missile, the development of which is being funded partly by the U.S. IAI displayed a full-sized model of the two-stage Arrow-3 at the Paris air show last year. It is slightly smaller than the Arrow-2 missile in service, but is designed to engage and intercept clusters of hostile missiles at higher altitudes in the upper atmosphere. Uri Sinai, general manager of IAI’s missile division, says the Arrow-3 will be the world’s first multitiered, unified antimissile system, providing Israel’s Homa national missile-defense strategy with an effective exoatmospheric kill vehicle (KV).
Joseph Hasson, chief missile designer at IAI’s MLM systems integration division, presented the concept at a conference last year. The presentation suggested a revolution in exoatmospheric KV design, in which existing technologies will be used to achieve a high level of simplicity and effectiveness that has not been possible in similar weapons. Hasson and MLM colleague Galya Goldner have, in fact, patented the new KV.
The KV developed by the IAI team has an exceptionally broad divert capability. This means the kill vehicle will be able to maneuver in space and close in on a target at high speed, thus yielding a high probability of a kill. Unlike most KVs, which use liquid or gas propulsion, the Israeli KV will be propelled by an ordinary rocket motor equipped with a thrust-vectoring nozzle.
The KV will also be fitted with a gimbaled seeker for hemispheric coverage. By measuring the seeker’s line of sight relative to the vehicle’s motion, the KV will use proportional navigation to divert its course and line up exactly with the target’s flight path. Hasson says the concept is relatively simple, reliable and inexpensive, and is based on mature technologies. Furthermore, the KV’s divert capability and agility reduce the need for detection and tracking systems, which usually accompany remote sensor-assisted exoatmospheric kills.
Another presentation, by Idan Paiss, also from MLM, discussed imaging systems for ballistic missile interceptors. Paiss argued that a combined sensor using visible and infrared elements would be suitable for a ballistic missile intercept under all lighting conditions. When provided with the high-density arrays available today, such sensors could provide target detection, discrimination and tracking, as well as assist in line-of-sight measurement using star tracking.
The new upper-tier component will require the integration of longer-range detection, tracking and discrimination capability beyond what the Green Pine and advanced Green Pine radars used with Arrow-2 provide. Among the advanced sensors considered for Israel’s future multitier system are airborne electro-optical sensors deployed on high-flying unmanned aerial vehicles and enhanced Green Pine radars, as well as the AN/TPY-2 radar deployed in Israel and operated by U.S. forces.
The U.S. Missile Defense Agency (MDA) has asked Congress to approve an allocation of $120 million for U.S.-Israel cooperative missile-defense efforts.
“The U.S. and Israel have cooperated on missile defense for over 20 years,” Lt. Gen. Patrick O’Reilly, MDA director, told the House Armed Services subcommittee for strategic forces. “New joint programs have advanced this cooperation. The Arrow-3 promises to be an extremely capable system, more advanced than what we have attempted in the U.S. with our programs.”

Indonesia Eyes Chinese ASMs
Dozens of Chinese-built anti-ship missiles (ASMs) may soon be acquired by the Indonesian Navy following trials if continuing, negotiations with China prove successful.
The Indonesian Navy is believed to be considering placing an order for C-802 Anti-Ship Missiles (ASMs) for the navy’s fleet of fast patrol boats and Van Speijk Class frigates if testing gives positive results.
Discussions with China to also purchase the smaller and cheaper C-705 ASMs are ongoing. If successful, these will also be carried by the Navy’s fast patrol boats and Van Speijk frigates.
Indonesia’s inability to develop its own domestic missiles continues to make the country reliant on foreign technology; however state-owned naval shipbuilder PT Pal does have the technology to integrate weapons systems imported from foreign manufacturers onto existing TNI-AL vessels.
PT Pal acquired the integration technology as part of an original deal with China’s National Precision Machinery Import and Export Corporation when two YJ-2/C-802 ASMs were fitted onto one of the Navy’s PB-57 large patrol craft in 2008.
The size of the order is unknown, however industry sources believe it will be sizable if sufficient funding can be raised by Indonesia for the deal.

India Says It Will Test New Long-Range Missile
NEW DELHI - India will test a nuclear-capable missile with a range of over 5,000 kilometers (3,000 miles) within a year, its top military scientist said , risking a rise in regional tensions.
"The next series of missiles is Agni-V, which has left the drawing board and is moving toward the first flight trial within the year," the country's chief military scientist, V.K. Saraswat, told a news conference in New Delhi.
India's current longest-range nuclear-capable missile, Agni-III, can travel a maximum of 3,500 kilometers and is now ready for use by the military, Saraswat said.
"The missile system will be fully inducted into the armed forces," Saraswat said. "It is the full deterrence that the country needs."
The Indian-built Agni-III - Agni means fire in Sanskrit - was first tested in 2006 and brings major Chinese cities, such as Shanghai, within striking distance, defense analysts say.
India kicked off its guided missile project in 1983 and has developed an array of weapons systems, including the Prithvi, which means "earth" and Agni-I, which is meant for possible use against neighboring Pakistan.
Nuclear-armed Pakistan, with which India has fought three wars since their partition and independence six decades ago, has said India's missile development program could trigger a new arms race in the region.
India, which fought a brief, bloody war with China in 1962, has unresolved border issues with its giant neighbor.
The Agni-III is "a real mobile system and hence it has a strategic advantage," Saraswat said.
Avinash Chander, who heads India's Integrated Guided Missile Development Program, said both Agni-III and Agni-V would be able to carry 1.5-ton conventional or nuclear warheads.
The government scientists said Agni-III was declared operational after three flight tests and numerous computer-simulated trials.
The most recent test was held Sunday, when the missile was fired from Wheeler Island, off the coast of the eastern Indian state of Orissa.
Chander said the Agni-III, which he called a "100-percent indigenous system," hit its "target with pinpoint accuracy and met all mission objectives".

India Successful Test Fourth Flight Of AGNI-3 Long Range MIissile
The fourth flight of the Indian long range missile AGNI-3 with a range capability of 3500 km was tested successfully by Defence Research and Development Organisation (DRDO) at 10:50 this morning from the Wheeler Island, in the Bay of Bengal off the coast of Orissa. The AGNI-3 Missile tested for the full range, hit the target with pin-point accuracy and met all the mission objectives. Two down range ships located near the target tracked and witnessed the Missile reaching the target accurately.
The marker pen like AGNI-3 Missile is 17 meters long and 2 metres in diameter. The Missile is a two stage solid propellant system with a pay load capability of 1.5 tons. During the course of flight the Missile reached a peak height of 350 kms and re-entered into the atmosphere successfully tolerating the skin temperatures of nearly 3000 degree Celsius.
The missile is equipped with a state of the art computer system, navigated with a most advanced Navigation system and guided with an innovative guidance scheme. The Navigation system used for guidance is first of its kind. Number of Radars and electro optical tracking systems along the coast of Odisha have monitored the path of the Missile and evaluated all the parameters in realtime.
Mission Director Mr. Avinash Chander and Project Director Dr V.G. Sekaran have guided and controlled the complete Missile integration and launch activities. Scientific Advisor to Defence Minister and Director General, DRDO Dr V.K. Saraswat have over seen the total launch operations.

Russia Still Respect Contract S-300 Delivery to Iran
Iranian Ambassador to Russia Mahmoud Reza Sajjadi reveals Russian officials told him they still honor the contract delivery anti-aircraft missile system S-300 to Iran, while visiting Daily Argomenti in Moscow.
Sajjadi added that Russian officials are also committed to complete Bushehr power plant and they expect the plant to operate in the near future, reported the Islamic Republic News Agency Iran.
Shipping air defense system S-300 by Russia to Iran in limbo after the United States and Israel are pressing Russia to cancel the contract signed in December 2005.
Some Iranian officials even threatened to sue Russia to an international court for committing defaults on the contract signed by both countries.

India successfully tests nuclear missile
India successfully test firing a ballistic missile capable of carrying a nuclear warhead from a warship off the coast of Orissa state, India media reported.
Dhanush missile can reach targets up to 350 km with a load capacity of 500 kg conventional warhead or nuclear.
The first test launch of a failure in April 2000 because of technical problems, but then reported a successful test. Dhanush last test conducted in March 2007.
